The Togolese civil society in quest of a visibility in the unit of action, will not miss out to seize this opportunity of the organization of this 4th WASF to put down strong bases of a framework of dialogue, of reflection for the development of protective actions and defense of the general interest of the citizen and those of the most underprivileged social layers/strata.

This event is of a fundamental importance for Togo that is currently rewriting a new page of its history, in a period of mobilization of the involvement of all to the holding of trustworthy legislative election that must open the way for the country to the arenas of the democratic governance.

For the success of the forum, the Group of Action and Reflection on the Environment and the Development (GARED), an association that plays the role of focal point of the platform of the West African Civil Society Organizations on the Cotonou Agreement in Togo, and the two federations of NGOs and associations of development (FONGTO and UONGTO) put in place a committee of organization and constituted five commissions:

" The scientific commission is charged of :
- collecting the other countries experiences concerning organization of WASF,
- proposing the topics ensuing of the central theme for the organization of the discussion panels,
- identifying and proposing the communicators and resource persons and coordinating the efficient involvement of these communicators and resource persons,
- identifying and proposing resource persons to invite,
- elaborating the media cover of the event,
- elaborating a code of conduct to make sign by all those that imply in the organization of the forum,
- proposing actions of visibility of the civil society in Togo during the forum,
- proposing periodic meetings of dialogue and information before, during and after the forum,
- supporting the committee of organization in technical and practical advices.

" The commission of mobilization of resources is charged of :
- informing the official authorities on the event,
- developing a followed relation with the authorities, the decisional spheres of the state, the partners in development, the secretariat of WASF, the key civil society organizations,
- mobilizing effectively the human, material and financial resources for the implementation of the forum,
- following and to give account of the management of resources mobilized.

" The logistical commission is charged of :
- proposing the place of the holding of the forum,
- proposing the conditions of planning of the place, the construction of podiums, stands, places of ease, - proposing the organization of a restoration system on the site of the forum,
- proposing the installation of the easiness in adduction of drinking water, of electricity, in services of telephony on the site,
- identifying the enterprises of construction and proposing contracts of planning and construction,
- making the follow-up of works, the receipt and the setting in service of the works with minutes/records,
- making the follow-up of the activities of demolition and rearrangement of the site after the forum.

" The commission of Welcome is charged of :
- the welcome, the installation of the guests, their stay and departure,
- participating in the finalization of the definitive list of the guests,
- agreeing with the guests on their arrival, length of stay and departure,
- identifying and propose the places and easiness of lodging (Hotels, motels, houses of welcome etc.) - making the follow-up of their lodging conditions,
- proposing modes of transportation while working with the travel agencies and transportation,
- proposing the edition of an orientation and displacement document guide in Lomé.

" The commission of communication is charged of :
- media cover of the event (radio, TV, Presses),
- advertisement and marketing,
- public relations with the media - conception and animation of a site web,
- promotion of the visibility of the Togolese civil society,
- organization of an advocacy activity in favor of the increase of resources for the financing of development (mainly the MDG, etc.),
- installation of a Business Center on the site.

" The commission of security charged is of : - the protection of the values of the WASF and an auto protection at the level of civil society,
- making some propositions so that the forum is not recovered at political and electoral ends,
- working with scout's associations to secure the surroundings of the site of the forum, the places of lodging of the guests and resources persons,
- working also with the strengths of maintenance of the order that will be affected by the authorities in order to avoid conflicts of expertise.

" The commission of follow-up is charged of :
making the follow-up and analyzing the implementation of the responsibilities at the level of every commission and possibly proposing some corrections in order to make better.

" The Commission Health is charged of :
putting into contribution the Red Cross for the setting up of a health unit on the site of the Forum.
